Office of AIDS Data Release Policy

General guidelines when determining suppression of data for release:

  • The Office of AIDS prohibits the publication and release of stratified tabular data based on geographic subdivisions having a population size less than 50,000 and fewer than 5 cases.
  • Primary cell suppression is done within any stratified data where the risk of disclosure of information may identify an individual whether directly or indirectly, particulary if paired with "high visibility" characteristics in the population.
  • In multiple, interrelated tables, complimentary cells are suppressed on all tables such that none of the sensitive cells may be guessed or calculated.
  • Although cells representing a value of zero are not considered a threat to confidentiality, the censoring of any zero cells in a table may be used to limit the amount of data that is withheld.
