Senate Bill (SB) 1159 Evaluation Report: Over-the-Counter Pharmacy Syringe Sales in California (PDF, New Window) (posted July 19, 2010) SB 1159 (Vasconcellos, Chapter 608, Statutes of 2004) established the Disease Prevention Demonstration Project, which provides for pharmacy sale of sterile syringes without a prescription in counties and cities which authorize participation. CDPH/OA is required by the legislation to submit a report which addresses key outcomes of the legislation to the Governor and Legislature. This report provides a comprehensive description of the implementation and outcomes of this five year pilot program.
