Allocation Tables

The CHIP and RHS programs were authorized by Proposition (Prop) 99, the Tobacco Tax and Health Protection Act of 1988, and were first implemented in Fiscal Year (FY) 1989-90 with an allocation of $336.5 million.  Large counties with a population of over 300,000 are CHIP counties and administer their own Prop 99 funds.  The small counties with a population of less than 300,000 are RHS counties and can administer all or part of their funds or contract back with the State to administer all or part of their funds.
