It is the responsibility of each participating county to administer EMSA funds in accordance with AB 1183 (Chapter 758, Statutes of 2008) provisions. Counties should be aware that in prior years, counties had discretion concerning the deposit of HSA funds. Now counties are required to deposit all EMSA funds, including HSA funds, directly into the PSA of their Emergency Medical Services fund. In order for these funds to be reconciled with the allocation amounts in AB 1183 and the CHIP/RHS allocation tables, counties are required to separately account for HSA and PSA funds.
