February2013 Planning Team Update

eWIC PLANNING PROJECT UNDERWAY!

We are happy to announce that the eWIC Planning contractor is on board and the eWIC Project is officially launched!

The Highlands Consulting Group was selected and has begun working with the WIC program to conduct a comprehensive feasibility study and cost analysis for implementing EBT in California.  The contractor’s work activities will result in an Implementation Advance Planning Document (IAPD) for submission to USDA.

The Highlands Consulting Group has worked with CDPH on other planning projects and has also worked on other USDA/FNS projects specifically at the Department of Education.  We are excited to partner with the Highlands Consulting group as we plan for implementing eWIC.

December 2012 Planning Team Update

eWIC CONTINUES TO MOVE AHEAD 

We are moving one step closer to having an eWIC Contractor on Board. Staff is in the process of reviewing bids and making a selection and we expect that the award will be announced at the start of the New Year. Planning Team leads are working around the clock to finish up their deliverables to hand over to the contractor the first week of February. 2013 promises to be an exciting year as we complete the USDA Planning Process for eWIC.

WHAT'S NEW...

Since the last update in November the planning teams have continue to gather information for a planning contractor.

  • The Business Process Team has completed the Functional Requirements document and is ready for the planning contractor.
  • The Communication Team has posted on the eWIC Bulletin Board located at the State WIC office.
  • The Education & Training Team have been working on assessing the training needs and created a training plan and timeline that is being reviewed.
  • The Policy Team is continuing to consult with other states on their policy changes and creating a Policy Implementation Plan for the WIC Program Manual (WPM).
  • The Technology Team is continuing to draft a vendor readiness survey that the planning contractor can carry out once they are onboard.

October/November 2012 Planning Team Update

Since the last update in August the planning teams have continued to gather information for a planning contractor.

  • The Business Processes Team has rounded the corner on the Functional Requirements document which should be completed soon.
  • The Communication Team  has received the eWIC Bulletin Board and will begin posting information on it soon.
  • The Education & Training Team completed the eWIC Card Design Survey and has begun working on evaluating training materials.
  • The Policy Team is continuing to consult with other states on their policy changes and creating a Policy Implementation Plan.
  • The Technology Team is currently working on finishing the baseline cost estimates and preparing a vendor readiness survey.

September 2012 Planning Team Update

WHAT'S NEW...

Since the last update in August the planning teams have continued to gather information for a planning contractor.

  • The Business Processes Team has identified the current business process risks and they have drafted a vision statement for the eWIC project.
  • The Communication Team aided the Training & Education team in their distribution of the eWIC Card design
  • The Education & Training Team completed the eWIC Card Design Survey and has begun working on evaluating training materials.
  • The Policy Team is continuing to evaluate and focus on the effects that eWIC will have on Vendor policy, management, and the application process.
  • The Technology Team is currently identifying the costs that we currently spend on the current printing process. 

August 2012 Planning Team Update

Since the last update in July the planning teams have continued to gather information for a planning contractor.

  • The Business Processes Team has been working on gathering data to prepare a “Current WIC Benefits” document for the planning contractor and drafted a diagram listing the major benefits of eWIC for each stakeholder to complete the program’s vision.
  • The Communication Team  aided the Technology team in their inventory survey, finalized a communication management plan, and prepared a website which will be utilized when the planning contractor comes on board.
  • The Education & Training Team finalized a survey for eWIC card designs, distributed at regional meeting, and administered at several local agencies for feedback.
  • The Policy Team is now focusing on the effects that eWIC will have on Vendor policy, management, and the application process.
  • The Technology Team completed the inventory survey and has begun identifying the costs that we currently spend on the current printing process.  

June/July 2012 Planning Team Update

Since the last update in May the planning teams have been hard at work getting organized and bringing all the planning team members together. Here is a snapshot of what the teams have been working on:

  • The Business Processes Team has been working on documenting the current lifecycle of a Food Instrument and started working on the eWIC system’s functional requirements.
  • The Communication Team coordinated the Local Agency Staff Planning Team Orientation, began the development of a bulletin board for eWIC updates, and drafted a new eWIC Website for all stakeholders to view.
  • The Education & Training Team has been hard at work on the eWIC card design; coordinating with the Office of State Publishing and getting ready to select the final card design.
  • The Policy Team is continuing to identify which policies will need to be changed, such as those in the WIC Program Manual (WPM), Vendor Agreements, and State Regulations.
  • The Technology Team is identifying the current cost involved with the lifecycle of a food instrument and preparing to do a related equipment inventory for all of California.

In addition, the planning teams also collaborated to give an update at Task Force (May 2012) and bring all of the Local Agency Planning Team members up to speed with the status of the eWIC Project.  

May 2012 Planning Team Update

INTRODUCTION

State and Local WIC staff are hard at work planning for the transition from paper WIC checks to electronic benefits (EBT) better known as eWIC. Staff come from all areas of WIC administration and areas of California and each team will focus on a key element integral to the successful implementation of eWIC.

The eWIC Communication Teams’ mission is to maintain the open lines of communication between each of the planning teams and to keep our stakeholders informed about the eWIC project and its progress. All of the communication efforts will be detailed in a Communications Management Plan. In the near future we will ask for your input on how best to keep you informed.

As the eWIC process evolves and we receive feedback from our stakeholders we will be sending out updates with:

WHAT'S NEW...

Since the planning teams were announced at the January 2012 All-Staff Meeting, much has happened in the eWIC world.

  • In February, planning team members attended orientation and were brought up to speed on the current status of eWIC.
  • The planning project to replace ISIS (VWIX, Extranet, etc.), called the MIS replacement project has been placed on hold and the planning teams are solely focused on eWIC.
  • Local Agency representatives have been added to each planning team and will begin work by mid-May.
  • All planning teams have finalized their work plans and are ready to begin collecting information that is key to a solid project plan and the successfull implementation of eWIC
