Consolidation Incentive Program

Background

To promote consolidation as a cost-effective solution to water systems that don't meet safe drinking water standards, CDPH is providing an incentive to encourage larger systems to consolidate nearby noncompliant systems. Typically, CDPH only invites primary health-based projects from categories A-G to submit SRF applications.  Through the consolidation incentive process, lower ranked projects that don’t usually receive SRF invitations can become eligible for SRF funding.  By agreeing to consolidate a neighboring noncompliant system, CDPH will re-rank a low-ranked project into a fundable category.

For example: System A wants to upgrade an area with old leaky distribution piping but cannot apply for SRF since the project was ranked into category O.  Down the road, System B has an arsenic problem ranked in category G but due to its size cannot afford the ongoing costs of treatment.  If System A agrees to consolidate System B, their category O project can get re-ranked through the incentive process to category G where it will receive an SRF funding invitation. 

 

How to Apply

In order to apply for a consolidation incentive project, systems must first submit a re-ranking request form.  Systems can continually submit re-ranking request forms, which can be found below. Once approved, CDPH will notify the systems and invite the newly-ranked projects to submit full applications during the next round of invitations. Please review the guidelines and requirements below prior to submitting a re-ranking request form.

Announcements

  • Consolidation incentive invitations (Statement of Intent) will go out November 22nd.  Responses due back December 23rd.  You must submit a positive response in order to submit an application. 

 

Consolidation Incentive Applications

Please be advised that an application and all of its supplemental materials will only be accepted from water systems who received an invitation to apply and who submitted a complete Statement of Intent by the invitation’s specified deadline.
