CPS Program Implementation Guides
California state law requires all hospitals, clinics, and birthing centers to provide and discuss information on child passenger restraints before they release children younger than eight years old.
The 2025 updated guide “Safe Rides Home (PDF)” provides guidance for hospitals, clinics and birthing centers to meet California Health and Safety Codes 1268, 1204.3, 1212. These codes are required as a condition of licensure for hospitals, birthing centers and clinics to have a written policy on the dissemination of child passenger safety information. Safe Rides Home was previously the CPS Healthcare Connection (2002). Funding to update this was provided by the Preventive Health and Health Services Block Grant, Center for Disease Control and Prevention for this much needed resource.
Throughout 2025 additional support (including webinars) and further dissemination will take place to encourage CPS programs and the healthcare community in implementing this resource. The first in person presentation took place at the Lifesavers conference, on March 10, 2025. CDPH does not plan on printing this document, however, you are welcome to forward/share it with your networks. It will be up on the
VOSP website shortly.

This guide provides step-by-step recommendations for developing policy and procedures for a child passenger safety program. The development of policies and procedures and their implementation are a common practice in health care facilities. Those facilities which have a formal written policy on child passenger safety in place may still find that the general information provided in this guide will help ensure that their existing policies comply with current child passenger restraint laws. This guide is not intended as legal advice. Hospitals, clinics, and birthing centers should consult with their legal counsel regarding their individual rights, responsibilities, and potential for liability under the law.
