List of State Authorized Syringe Services Programs & Applications Open for Public Comment
The California Syringe Services Authorization Program allows qualified organizations to apply directly to CDPH/Office of AIDS (OA) for authorization to provide syringe services. California law allows providers to seek either local authorization from their city council or county board of supervisors, or state authorization through CDPH/OA. California law also allows physicians and pharmacists to furnish or sell syringes to adults aged 18 and older for disease prevention purposes.
Most syringe services programs (SSPs) in California have been locally authorized. The
Directory of California SEPs lists all authorized SSPs in the state, and the
OA Harm Reduction webpages provide more information.
OA offers technical assistance for programs interested in pursuing state authorization. For details, contact CDPH/OA at 916-449-5900 or SSPinfo@cdph.ca.gov.
CDPH/OA welcomes comments on all proposed applications. Once an organization files an application, CDPH/OA will review the application. If an application meets the requirements outlined in Health and Safety Code Section 121349, CDPH/OA will announce the start of a 45-āāday public comment period prior to further review.

Harm Reduction Services- Safe Points Syringe Exchange (Sāāacramento Countyā)
Harm Reduction Services (HRS) is located at 2800 Stockton Boulevard in Sacramento. Services HRS offers include Safe Points Syringe Exchange and biohazard disposal, overdose prevention training with naloxone distribution, HIV/HCV/STI testing, substance use disorder treatment navigation, Ryan White Case Management, safer sex and survival supply distribution, outreach, and a free medical clinic in conjunction with UC Davis Medical School. All HRS services are free and confidential. Humboldt Area Center for Harm Reduction (HACHR) (Humboldt Coāunty)
The Humboldt Area Center for Harm Reduction (HACHR) provides harm reduction services to people who use drugs, who are experiencing homelessness, or engage in sex work in Humboldt County. These services include provision of sterile syringes, syringe disposal, naloxone distribution, safer drug use supplies, drug testing kits, safer sex supplies, first aid materials, hygiene and personal safety equipment, clothing, and weather gear, as well as overdose prevention education, telehealth MAT services, case management, and linkage to healthcare and social services. Harm Reduction Coalition of San Diego (HRCSD) (San Diego āCounty)
The Harm Reduction Coalition of San Diego's (HRCSD) OnPoint services include provision of naloxone and overdose prevention and response training, sterile syringes and safer injection equipment, fentanyl test strips, drug checking services, personal sharps containers and education on syringe safety, collection and safe disposal of used syringes, hygiene and wound care supplies, condoms and other safer sex supplies, and more, based on the evolving needs of our participants. HRCSD also provides screening for and education on HIV, HCV, and sexually transmitted infections, along with case management and warm handoffs to community resources, including medical services, testing and treatment, behavioral health care, treatment for substance use disorder, food, housing, and more. Up North Harm Reduction (Shasāāta County)
Up North Harm Reduction (UNHR) is a community organization providing harm reduction services to people who use drugs in Shasta County. UNHR will offer a mobile home delivery and pick-up syringe service program, emphasizing education on the topics of wound prevention and care, HIV and viral hepatitis prevention, overdose prevention and reversal, and proper syringe disposal. Other services will include distribution of naloxone, safer sex supplies, fentanyl test strips, xylazine test strips, collection and safe disposal of used syringes, provision of sterile syringes and other harm reduction supplies as needed. UNHR will provide referrals to substance use disorder treatment services, primary medical care, food and shelter programs, viral hepatitis and HIV testing and counseling, hepatitis A/B vaccinations, and screenings for sexually transmitted infections. Mobile home delivery and pick-up hours will be Monday through Friday from 10:00 a.m. to 4:00 p.m., countywide, by request.

Mobile Home Delivery and Pick-up - Due to ongoing concerns regarding the risks of COVID-19, CDPH/OA encourages all SSPs who can to add mobile home delivery and pick-up to their services. Those who are authorized by CDPH may ask to administratively amend their authorization to add a mobile home delivery and pick-up option. The addition of mobile home delivery and pick-up will allow for greater social distancing and less non-essential travel by program participants. Mobile home delivery and pick-up includes services available to individuals in private residences as well as tents, recreational vehicles, and other non-traditional forms of housing occupied by program participants.
