24-09 Proclamation Terminating States of Emergency
7/11/2024

ā€‹On July 1, 2024, Governor Gavin Newsom issued a proclamation ending multiple states of emergency, as he has determined that they no longer exist. The proclamation includes a list of these states of emergency that have ended. Survivors of states of  emergency that are still active are entitled to receive free vital record copies if the open  proclamation includes provisions to suspend vital record fees. Counties should refer to the CalOES Open State of Emergency Proclamationsā€‹ list upon receipt of an application requesting a fee waiver to determine the applicantā€™s eligibility for a free copy of a vital record.

If you have any questions regarding this matter, please contact the California  Department of Public Health ā€“ Vital Records, Issuance Section at (916) 552-8116.
