āOn July 1, 2024, Governor Gavin Newsom issued a proclamation ending multiple states of emergency, as he has determined that they no longer exist. The proclamation includes a list of these states of emergency that have ended. Survivors of states of emergency that are still active are entitled to receive free vital record copies if the open proclamation includes provisions to suspend vital record fees. Counties should refer to the
CalOES Open State of Emergency Proclamationsā list upon receipt of an application requesting a fee waiver to determine the applicantās eligibility for a free copy of a vital record.

Gavin Newsom, Governor of the State of California, having found pursuant to Government Code section 8629 that the conditions of disaster or extreme peril to the safety of persons and property declared in the State of Emergency proclamations listed below no longer exist, therefore proclaim that the States of Emergency proclaimed on the following dates and in the following jurisdictions no longer exist, effective immediately. Accordingly, any Executive Order provisions related to the terminated states of emergency are no longer in effect.ā
