CDPH/CHVP MEMO #23-04: NOTICE OF AWARD FOR CHVP MIECHV FUNDING FOR STATE FISCAL YEAR (SFY) 2023-24


The 2022 federal Maternal, Infant and Early Childhood Home Visiting (MIECHV) program reauthorization provided California with an increase in its base grant funding allocation. Thus, the California Department of Public Health (CDPH)/California Home Visiting Program (CHVP) awards the 21 current MIECHV-funded LHJs an allocation that includes a 25% increase above the state fiscal year (SFY) 2022-23 allocations. The increased funding is for the purpose of stabilizing and supporting local CHVP MIECHV programs following years of level or decreased funding. The funding allocation dollar amounts for SFY 2023-24 are presented in Table 1 below.

According to guidance from the Health Resources Services Administration (HRSA), the additional funding can be used for expansion or improvement of the quality of home visiting services; increased family engagement; retaining or strengthening the home visiting workforce; community readiness assessment and capacity building; or other activities.

Please note that the allocations in Table 1 are for SFY 2023-24 only. CDPH/CHVP expects to receive additional MIECHV funding over the next five years and will assess the use of all additional funding from the MIECHV reauthorization utilizing a robust stakeholder engagement process. CDPH/CHVP will initiate the stakeholder engagement process in the next few months to gather input on a plan for the use of CHVP MIECHV funding in the future.

Following issuance of this Notice of Award, CDPH/CHVP will release a single agreement funding application (AFA) package for SFY 2023-24 to each LHJ. The AFA package will include separate scopes of work and budgets for MIECHV, State General Fund (SGF) Evidence-Based Home Visiting (EBHV), and SGF Innovation (INNV) and LHJs will complete the applicable components based on their CHVP allocation(s).

Reimbursement of invoices is subject to compliance with all state and federal requirements pertaining to CDPH/CHVP and adherence to all applicable regulations, policies, and procedures. All awards are contingent upon approval and appropriation of federal funding and state spending authority.
