ADAP and Care Evaluation and Informatics (ACEI) Branch
AEM was established to ensure sufficient organizational, technical, and analytical support for implementation and outcomes of the AIDS Drug Assistance Program (ADAP). AEM conducts activities related to the ADAP Program and the ADAP Enrollment System (AES). AEM activities include:
- Evaluating, monitoring, and conducting special studies needed to assess and improve medical and insurance assistance benefits service delivery
- Analysis and reporting of program data to improve program efficacy, resource targeting, and documentation of outcomes and to communicate statistics and findings to stakeholders
- Directing the implementation, enhancement, and maintenance of the web-based AES
AFF oversees the formulation, improvement, management, and evaluation of the ADAP budgetary and fiscal plans, programs, and policies affecting the overall function of ADAP. The section plays a crucial role in monitoring and analyzing data to support the forecasting demand, cost, and program income for ADAP-related programs through:
- Fiscal forecasting and policy analyses needed for budget estimation and submittal of official Budget Estimates, and grant applications
- Preparing and disseminating economic and demographic forecasts and analysis of various ADAP economic and demographic developments
- Fiscal analysis for ADAP-related grant applications and reports
Care Evaluation and Monitoring (CEM) Section
CEM was established to ensure sufficient organizational, technical, and analytical support for implementation and outcomes of the HIV Care programs. CEM conducts activities related to HIV Care programs monitoring and evaluation and HIV Care data system monitoring and evaluation:
- Manages the collection, analysis, monitoring, evaluation, and research needs of the HIV Care program data
- Guides the implementation, enhancement, and maintenance of the HIV Care data system, and operates the help desk of the HIV Care data system
- Works collaboratively with the HIV Care branch to develop and submit federal grant applications and complete mandated progress reports
The ACEI Branch also houses the Office of AIDS (OA) CQM Program. CQM works across OA's branches to improve care, health outcomes, and satisfaction for Californians served by the HIV Care Program (HCP) and ADAP. CQM activities include:
- Supporting ongoing assessments of patient care, health outcomes, and satisfaction data
- Conducting data-informed QI activities
- Increasing statewide CQM capacity through collaborative planning, coordination, and technical assistance, including ensuring people living with HIV are actively involved in CQM planning and activities
