The Facilityā€‹ Licensing Section is responsible for the review of clinical and public health laboratory applications and proficiency test results to ensure mandated standards are met. A testing site performing tests on California specimens must apply for a clinical laboratory license or registration. The section is also responsible for licensure and oversight of tissue banks, biologics production facilities, and blood banks. A facility verifies donors, collects, processes, distributes products derived from human tissue or blood in California, or does business in California, the facility must have a California license.

As of January 31, 2024, many healthcare organizations including clinical laboratories, are required to share health and social services information with other health and social services providers across the state through the Data Exchange Framework (DxF). See Health and Safety Code (HSC) Ā§ 130290 for information about requirements to exchange under the DxF.
